Competency Development Manager

 

to our Competency Development team in Singapore location 

 

You will focus on leading the competence development function and identify, plan, manage and develop employee competencies to ensure their skills and behaviours align with the goals and ambitions of the Singapore Refinery. 

 

In this job you will work closely with the CD team, site leadership, people managers,  executive/ technician level. Also include Corporate L&D, other sites, and external Consultants/ Government Agencies.

Your role in our team / in creating a sustainable future

 

  • Responsible for competence development organization and Owner of the competence development processes and programs.

  • Overall responsible for designing and implementing competence management processes and structures, systems (L2O), related training programs, contents, training and competence assurance (assessments for license to operate and licence to maintain)

  • Responsible for ensuring local concepts are aligned with global principles and local requirements

  • Continues improvement of existing practices and processes to maximize learning outcomes 

  • Supervisor for competence development team members

  • Responsible for competence development budget

  • Responsible for developing KPIs that reflect the outcome and effectiveness of training practices and competence verification

 

Keys to success in this role / The best combination to succeed in this role

  • Master Degree in the relevant field or relevant job experience and solid track record in leading development projects and delivering results.

  • Successful experience in developing a competency model to drive/support site wide implementation of programs and projects to raise employee competencies in their area of responsibility. 

  • Proven Leadership and Team management skills to achieve organizational goals

  • Proven ability to motivate, manage and mentor a team 

  • Strong self-managing capabilities and objectives/results-driven 

  • High ethical standards & values.

  • Excellent written and verbal communication skills
