Neste’s regional headquarters in North America is in Houston, Texas and the company employs more than 500 people across the US.
In March of 2022, Neste signed definitive agreements for the establishment of a 50/50 joint venture with US-based Marathon Petroleum. The joint venture (Martinez Renewable Fuels) will produce renewable diesel from Marathon’s refinery in Martinez, California. Through this joint venture Neste obtains a 50% interest in the Martinez Renewable Fuels. The production output will be split evenly between the joint venture partners. The project is expected to increase Neste’s renewable products capacity by slightly over 1 million tons (365 million US gallons) per annum. Production of renewable diesel is expected to come online in the second half of 2022. The facility is planned to reach its full annual nameplate capacity of 2.1 million tons (730 million US gallons) by the end of 2023.
We are looking for a Pathways Compliance and Optimization Manager to join the Neste Team based in Houston, Texas.
Summary
This position is responsible for managing and optimizing the requisite Biocriteria Pathways and other Compliance documentation required to track purchases of Feedstocks and production of Renewable Fuels.
The Pathways Compliance and Optimization Manager will serve as the focal point for Biocriteria Pathways filings and other needs that Neste requires.
This role is for a person who has fundamental knowledge and experience with the Low Carbon Fuel Standard (reporting and pathways), the Renewable Fuel Standard (RINs and EMTS), and other regulatory requirements related to the production and sale of renewable fuels. As part of the team, you will play a key role in ensuring the compliance for the company across several key markets and regulatory compliance programs.
Job Responsibilities:
- Develops strategy for maintaining and optimizing fuel pathways
- Works with Martinez Renewable Fuels Optimization Director and staff to be apprised of all fuel pathways Compliance matters
- Focal point for all Neste Compliance related matters including application, renewal and general communication with all relevant state Biocriteria Compliance agencies
- Supervises compliance-related Shared Services; works with Neste Compliance and Sustainability
- Coordinates any audits of Biocriteria Compliance from either a governmental body or one of the Owners
- Prepares management reports, answers to ad-hoc questions and provides insight into Biocriteria Compliance
- Support and file regulatory reports to State and Federal government agencies
- Provide review and oversight of data related to the supply, sales and operations
- Work with internal and external constituents in order to ensure compliance
Results Expectations:
- Deep understanding of Biocriteria Pathways by state
- Builds and maintains relationships with both Parents’ respective Compliance and Sustainability organizations
- General knowledge of other regulatory requirements by state in which Parents market Renewable Diesel
Required Skills / Abilities:
- Knowledge of Sustainability and Compliance
- Ability to communicate with all levels of the organization
- Positive, solution-oriented growth mindset
- Good understanding of end-to-end processes and relevant systems, e.g. SAP
- Willingness to develop processes and business models
- Hands-on attitude
Education & Experience:
- Bachelor’s or Master’s degree in Finance, Accounting, Engineering or Environmental Science
- Minimum of 5 years of experience in relevant roles
- Understanding of key statutory and regulatory requirements in multiple locations
- Experience with a state regulatory agency a plus
