Neste Netherlands is part of the Finnish parent company Neste. The plant in Rotterdam produces renewable fuels. Together with 150 colleagues we are working everyday to operate, maintain, and improve the plant in an efficient and safe manner.
We are looking for a Development Manager to join the Project Portfolio department in Rotterdam (Maasvlakte).
Your part in Neste journey
In your role, you will be responsible for business, projects and operations at various points. As such, the Development Managers functional role may be viewed as a hybrid function that changes over the lifetime of the project, starting with an acting-owner role (Idea creation and Pre-study) – in which the Development Manager is responsible for many of the advices that the owner is accountable for – shifting to a project lead role (Feasibility) in which the Development Manager integrates technical, business and operations functions to develop and finalise the project scope and maintaining a site integrator role (Definition, Execution, Commissioning and Start-Up).
Main tasks and responsibilities:
- During early stages of a project such as Pre-Study and Feasibility Study, the Development Manager has responsibilities and accountabilities for specific tasks and deliverables of assigned projects.
- Prepare business opportunities statements including, economic analysis, risks, product market life, market forecast, update regulations and permit requirements, develop commissioning, startup and handover plans, and assemble documentation for plant operations.
- Support and best practice sharing to other projects and developments in the Project Portfolio.
- Responsibility and authority to develop the investment case and project scope based on the set objectives and execute and lead the early phases of the investment project until end of Feasibility.
- Responsible for safe and compliant execution of PM activities
- Developing and maintaining the project portfolio safe, within schedule and budget.
- Conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the message.
- Defining goals, timelines and priorities and indicating the time, actions and resources required to ensure that work is completed efficiently.
- Developing and using collaborative relationships to facilitate the accomplishment of work goals.
- Using effective approaches for choosing a course of action or developing appropriate solutions; taking action that is consistent with available facts, constraints, and probable consequences.
- Using appropriate methods and a flexible interpersonal style to help build a cohesive team; facilitating the completion of team goals.
While this role is highly dependent on the project team (owner, Development Manager and Project Manager) most of the decisions have to be discussed within this team. Final decisions on the project are made by the Investment Jury. Transparency of the decisions made by the Development Manager are key to make sure the project is fulfilling the objective of the projects.

Keys to success in this role
The best combination of experiences, skills and background is:
- Master degree (MSc) in a relevant engineering discipline;
- At least 5 years relevant experience in a production environment;
- Strong and effective stakeholder management and communication;
- Effective communication skills in English (mandatory) both verbally and in writing. Preferably command of the Dutch language;
- Strong commercial knowledge and acumen;
- Experience in Renewable Processes is an advantage.
