Asset Management Lead – Electrical/Instrument/Automation/Analyzer
to our Asset Management team in the Singapore Tuas Refinery.
The Asset Management Lead is responsible for the development, implementation, and management of processes and frameworks to ensure safe, reliable, and efficient operations of refinery assets for the following disciplines (Electrical/Instrumentation/Automation/Analyzer).
This role necessitates close collaboration with various departments. You will work with the various departments and global organization to develop and execute reliability strategies. This role is crucial for optimizing asset performance, ensuring compliance, and driving reliability improvement in refinery operations. Your role in our team / in creating a sustainable future
RELIABILITY MANAGEMENT
- Responsible for develop & implement Reliability Management Framework: Establish and manage a framework to support Enterprise Risk Management (ERM), and the site Reliability Risk Register.
- Champion Defect Elimination: Lead and implement programs for defect elimination, including Preventive Maintenance (PM), Predictive Maintenance (PdM), Root Cause Failure Analysis (RCFA), and Bad Actors Management.
- Reliability-Centered Maintenance: Support the development of the Reliability-Centered Maintenance (RCM) strategy for related equipment
- Maintenance & Inspection Strategies: Develop and ensure the execution of maintenance strategies for the related equipment, both safety critical and production critical, to maintain asset integrity.
- Spare Parts & PM Optimization: Identifying critical equipment spare part requirements and optimize preventive maintenance for safety & production critical equipment (SCE/PCE).
ASSET INTEGRITY AND CYBER SECURITY
- Responsible for Implement & Sustain Asset Integrity Framework: Develop and maintain a comprehensive asset integrity framework to ensure the safe, reliable, and compliant operation of refinery assets throughout their lifecycle.
- Responsible for site cyber security roadmap, identifying potential risks and gaps and ensure the OT systems comply with Cyber Security requirements
PROJECT AND TECHNICAL LEADERSHIP
- Project Support & Development: Provide technical leadership and support for site projects (new/on-going), ensuring asset integrity is considered during design, construction, and execution phases.
- Troubleshooting & Technical Support: Lead troubleshooting efforts for equipment failures and other technical challenges, providing expertise to maintenance, operation and project teams.
- New Equipment Review: Oversee reviews of new equipment and infrastructure, ensuring asset strategies are aligned with long-term reliability and performance goals.
- Turnaround/Shutdown Scoping: Lead the right scope provision (as per reliability strategy) for turnaround and shutdown with the relevant justification.
- Compliance with Technical Standards: Ensure all equipment and maintenance activities are compliant with statutory regulations (e.g., MOM), industry codes, and safety standards.
LEADERSHIP AND COORDINATION
- Develop & Execute Asset Integrity Programs: Lead continuous improvement efforts, focusing on enhancing asset integrity, reliability, and overall plant performance.
- Performance Monitoring & Reporting: Monitor and report on key performance indicators (KPIs) related to asset integrity, reliability, and safety, adjusting strategies and actions as needed to meet targets.
- Lead discipline engineers’ team: Manage, develop and lead the team, ensuring that the competent technical resources are available and effectively utilized to maintain equipment integrity & availability.
- Cross-Functional Collaboration: Collaborate with other departments (e.g., operations, technical, safety, projects) to ensure alignment and integration of asset integrity strategies and initiatives.
- Ensure Timely Execution: Ensure that all asset integrity tasks, including inspections, maintenance, and reliability reviews, are completed on time and within required standards.

Education:
- Degree/Diploma in Electrical / Electronic Engineering
Experience:
- Minimum 10 years in the Oil, Gas & Petrochemical Industry as an Electrical / Electronic / Instrumentation Engineer.
- Prior Experience in Maintenance, Asset Management, Projects and Turnaround execution
- Relevant technical engineering skills in electrical, conventional instrumentation, analytical instruments and automation & systems knowledge
- Knowledgeable with international standards, petroleum /petrochemical plant materials and equipment
- Experienced in maintenance work control, planning, reliability methodologies
- Leadership qualities with good interpersonal people management skills to manage conflicts
