We are looking for you,
Competence Development Specialist
to our Neste refinery in Tuas South.
You will focus on ensuring workforce competence through structured Learning Needs Analysis (LNA), governance of learning systems, developing materials and curriculum, and effective management of training delivery and cost, in support of safe, compliant and reliable refinery operations. In this job you will work closely with but not limited to Operations Team including Operations Manager, Day Superintendents and Master Trainers.

Your role in our team

Partner with Operations to align competence development with operational risks and business priorities.

Lead and govern Learning Needs Analysis to identify competence gaps and define risk-based training plans.

Administer L2O and HUGO systems and ensure learning and competence data accuracy.

Design, approve, and maintain training materials, curricula, and e-learning under governance standards.

Plan and deliver training without disrupting critical plant and operational activities.

Organise and facilitate Learning Together events to promote shared learning.

Manage training budgets, vendors, and OTS projects for cost-effective delivery.

Ensure compliance with learning governance, NMS standards, and audit requirements.

Monitor training effectiveness and drive continuous improvement of competence programmes.
Keys to success in this role / The best combination to succeed in this role

Degree in any related discipline, mandatory certification in ACTA or ACLP is required

Experience in Energy & Chemical Sectors petrochemical industry or manufacturing environment preferred.
