We are looking for a

 

HSSEQ Engineer Security & Crisis Management

 

to join our HSSEQ team in Neste Singapore.

In this role, you will to govern the OEMS Principles and Standards in the area of Workplace Health & Safety, Emergency Incident and Crisis Management, Travel Security, Site and Office Security.

 

Your main responsibilities include

 

  1. Security
    • Responsible for implementing and developing Security, Incident & Crisis and Pandemic plans to ensure continuous operation of APAC Businesses.
    • Responsible for the overall Singapore Security Management and Control, APAC Travel Security Management and Regional Security Threats (impact) Analysis and mitigation.
    • Support the development, implementation and maintenance of the security procedures as per geographic and corporate requirements.
    • Work with responsible stakeholders ie. Maintenance and Facility Functions to ensure minimum physical security functions are online for all applicable APC sites.
    • Perform Security Risk Assessment for different sites in APAC
    • Ensure compliance with Singapore Regulatory bodies on security aspects.
    • To lead and manage outsourced security manpower, contracts and performance of the security team on sites.
    • To implement industry best practices in Security such as Responsible Care Management Practices in Security and SGSecure.
    • Ensure Security Threats at local and foreign level are assessed to determine impact and needed security actions and plans are in place. 
    • Provide advice on implementing security countermeasures, awareness and investigations to stakeholders for security incident and threat management.
    • Drive, promote, and raise awareness to Singapore APAC Security and best practices through awareness campaigns.
    • Ensure Security KPIs and measurements are defined and delivered to demonstrate effective Security Management
    • Ensure continuous improvement and updates from learning experiences are captured in performance planning and training

 

  1. Incident and Crisis Management
    • Responsible for implementing and developing Incident, Crisis and Pandemic plans to ensure local Site Crisis Management Team capability are ensured for continuous operation of Singapore Businesses and APAC.
    • Responsible for planning, implementing and maintaining Incident & Crisis Management and Process as required by local regulators.
    • Support Incident and Crisis Management Team and liaise with local Regulators on matters during emergency and incident management
    • Support local and APAC Site Crisis Management Team during incident and crisis management
    • Ensure Crisis impacts are defined and describe response actions to manage the crisis by leading annual crisis management drills and exercises with Senior Management.
    • Ensure Incident and Crisis KPIs and measurements are defined and delivered to demonstrate effective Incident and Crisis Management
    • Ensure incident and crisis management KPIs and measurements are defined and delivered to demonstrate effective, incident and crisis management
    • Ensure continuous improvement and updates from learning experiences are captured in performance planning and training

 

  1. Fire Safety
    • To perform the duties and responsibilities of FSM (Fire Safety Manager) as set by Fire Safety Manager Regulations. Eg and not limited to: Emergency Response Plan preparation, review, update, ensuring timely renewal/approval of P&FM, FC certificate/permits. Planning, preparing and of emergency response and crisis management drill, training and audit etc.
    • Perform the role of FSM in the development, implementation and maintenance of fire safety and emergency response requirements per SCDF and Corporate requirements.
    • Support the delivery and scheduled audits for Fire Certificate and Petroleum & Flammable Material compliance. 

 

  1. Training
    • To support the delivery of scheduled Contractors HSSEQ trainings such as Contractors SIC (Safety Induction Course) and PTW (Permit to Work) Application Training.
    • To support the delivery, planning and prepare external training, drills for CERT

 

  1. Health & Safety Environment Quality 
    • Conduct regular PTW Applications and site audits on Contractors for the purpose of learning and improvement to the PTW Application and Contractor SIC Training.
    • To transit into events such as TA (Turn Around) and SD (Shut Down) to support TA Lead as Area Safety Coordinator.
    • Drive, promote, raise awareness to refinery safety culture, safety values and best practices to prevent workplace injuries and illnesses.

 

You will work closely with HSSEQ team to govern, drive and implement Neste Corporate Principle and Standard that interface with Health & Safety, Emergency Management, Security, Continuous Improvement to the right expectation and standard set by Corporate HSSEQ and local regulators. You will report to HSSEQ Manager

 

 

Keys to success in this role

 

The best combination of experiences, skills and background is

 

  • Minimum 5 years in an executional/lead role in Corporate Security (Physical Security, Travel Security, Business Continuity Plan, Crisis Management) for manufacturing / chemical / refinery environment.
  • Minimum 5 years’ experience in an executional/lead role in Fire Safety Manager and workplace safety.
  • Minimum 5 years’ experience in using Security and Crisis system and software
  • Conducting trainings for contractors (Site Induction Course, Permit to Work Applications)
  • Strong sense of Personal Accountability, Resilient to stress and strong influencing skill
  • Good communication skill and familiar with matrix reporting organization
  • Certified Fire Safety Manager

 

We also value

 

  • Candidate that have an Advance Certificate in Learning and Performance
  • Candidate with WSQ Certification in Chief Security Officer / WSQ Diploma in Security Management
