We are looking for you,

Inspection Engineer

to our Technical Team in the Singapore Refinery.

 

You will focus on providing technical expertise on Inspection Discipline to Singapore Refinery.  In our team, you will be the technical authority for asset integrity for the site, providing troubleshooting efforts and working closely with Maintenance, Project and Turnaround teams for Inspection related planning and execution. Your role in our team / in creating a sustainable future

Core Scope 

  • Accountable for understanding and implementing the Asset Integrity framework for the site.

  • Accountable to ensure site’s preventive inspection activities are carried out timely using the correct NDT techniques and coverage and all statutory equipment are complying with the MOM regulations. 

  • Accountable to ensure site’s predictive and preventive inspection activities are carried out timely and no overdue inspections without approved deferrals, all statutory equipment comply with workplace safety and health act (MOM) and applicable code of practice.

  • Understands technical and economic analysis to justify improvements, quantify benefits, and recommend priorities with other technical specialists to develop improvements and value-added opportunities. 

  • Provides technical support to the site. This includes providing troubleshooting efforts, work scope or job plan deliverables, and supporting Maintenance, Projects or Turnaround (TAR) activities as assigned. 

  • Advises the site management on findings and solutions with codes and standards forming the basis of recommendations to ensure safe and reliable plant operations.

  • Takes ownership and supports the improvement and implementation of the site inspection strategy and defection elimination programs such as RCM and RBI.

  • Ensures recommendations are entered into CMMS by planners, tracked and reported to ensure compliance. 

  • Ensures that inspection related contracts service level objectives, agreements and performance indicators, define and reflect reliability, utilization and availability targets and will be rewarded accordingly.

  • Support incident investigation through RCA and action closure.

  • Support PHA and MOC for relevant subjects such as deficient equipment management.

  • Ensures the right TA inspection and maintenance work scope are defined

  • Provides oversight on Quality Assurance for work done in the TA, maintenance and projects.

  • Ensures all static equipment works are covered by procedures, work instructions and QA/QC checklists and ITP compliance to applicable codes, standards and specification. Audits the QA/QC process and quality of reports/documentation when required.

  • Responsible for ensuring that the future Inspection Data Management System is kept up to date. 

  • Responsible for the development of RBI and ensures the respective predictive condition monitoring programs are in place to monitor equipment health and support data collection in order to feed into the RBI programs.

  • Ensure timely review of NMS documents and/or development of NMS documents, if assigned. 

  • Accountable and be familiar with NMS documents. Responsible for ensuring relevant parties are aware of the NMS documents and encourage the use of NMS documents. 

  • Accountable for the Implementing Asset Integrity leading and Lagging indicators, tracking, reporting and setting of these annual KPI targets.

Keys to success in this role / The best combination to succeed in this role

The best combination of experiences, skills and background is

  • At least 5 years relevant experience in refinery and petrochemical process technical environment.

  • Prior experience in Asset Integrity, TAs, Projects and Maintenance execution and Risk-based inspection development/implementation is essential.

  • Understand Operations, Maintenance and Engineering practices, familiar with damage mechanisms in the refinery.

  • Knowledgeable with international standards such as ASME, API, NACE and various NDE methods.

  • Having certifications in API 510, 570, 653, AWS CWI/CSWIP would be an added advantage.

  • Good communication with strategic thinking, negotiation and business sense.

  • Knowledge in CMMS systems.

  • Good communication skills and internal / external stakeholder management.

  • Competency in analysing trends and patterns, root cause analysis.
