Mechanical Field Engineer

to our maintenance team in Tuas Refinery.

 

You will focus on mechanical maintenance execution. In this job you will work closely with Asset Management, Operation, Technical, HSSEQ etc.

In our team, you will provide direction and supervision of  Static, Rotating, Civil or Ad-hoc . contractors. This position is responsible for helping the organization achieve maintenance excellence/reliability improvements by providing direction and supervision for the execution of tasks.. Your role in our team / in creating a sustainable future


 

MAINTENANCE EXECUTION

  • Ensure all aspects of Safety, Environmental, Quality and Cost are being met.

  • Accountable for execution of all maintenance work in accordance with the local Authorities requirement, Industry and Neste rules and regulations.

  • Ensures Neste and Contract Resources are available for scheduled jobs and special services. Manage, coach, and facilitate a team to execute maintenance activities. Distribute and discuss jobs daily. 

  • Jointly discusses new job priority with Operation and Planners.

  • Responsible for performing frontline troubleshooting of equipment.

  • Shall attend the daily operational and co-ordination meetings.

  • Responsible for crossed discipline coordination to complete the principle maintenance task.

  • Participate actively in Neste HSSEQ programs to achieve own, contractors, and functional HSSEQ targets.

  • Responsible to resource and deliver assigned Turnaround, Project maintenance activities. 

  • Ensure compliance to the MOC, PHA, PSSR process.

  • Understanding, supporting and applying Neste recommended practices for best in class results.

  • Responsible for ensuring compliance with technical assurance and maintenance procedures.

  • Setting a safety culture to ensure a personal and continuous care around the safety of anyone at site.

 

CONTINUOUS IMPROVEMENT

  • Responsible for working closely with team members and solicits input from all team members on opportunities for improvement.

  • Responsible to constantly look for opportunities to improve cost effectiveness.

  • Provides feedback from execution work to the RCM focal point to improve preventative maintenance plans, optimize craft time, and drive reliability.

  • Cooperates with reliability to continuously improve equipment and operational reliability and sustainable work flow processes and systems in a safe and cost effective manner

 

TRAINING & DEVELOPMENT

  • Ensure the indirect reports team members have the proper skills to manage and execute the work they are assigned, work with the technical disciplines and competency development and assurance to develop training plans to supplement weak areas, improve techniques/skills and introduce new equipment.

  • Accountable for assessing each indirect reports team member to provide assurance on competency. 

  • Responsible for recruiting, selecting, managing, coaches and motivates the indirect reports maintenance execution team, provides guidance and direction on problems and issues; delegates work assignments considering personal skills and development needs.

  • Manage craft issues (absenteeism, vacation, grievances, productivity, hourly performance evaluations)

  • Promote craft flexibility.

  • Identifying and justifying the need to adjust staffing levels by working through the Area Maintenance Lead

 

OTHER

  • Ensure all documentation is maintained, history is being captured, and any feedback is effectively being utilized. Be prepared for audits of this documentation.

  • Contribute to the development of work procedures.

  • Responsible for the development and implementation of maintenance effectiveness programs and the tracking of these programs. Looks for opportunities to eliminate low value work and replace it with vital work.

  • Participate in contract setup scoping, shop visits, and vendor selection.

  • Works with engineering and/or assist to eliminate bad actors by repair, replacement, or re-engineering. Much of this will be to recognize repeat issues and understand the root cause of issues. To use Root Cause analysis, whether it be for everyday troubleshooting or as feedback to engineers or production.

  • Understanding the maintenance budget and working with the PMCs and Maintenance Lead to meet these budgets. They should be able to identify and explain any discrepancy with their budget. Provide support to the Maintenance Lead for budget planning. Must demonstrate fiscal responsibility by being aware of and supportive of maintenance budget and cost performance expectations

  • Contributes to the material management strategy setup and update.


 

Keys to success in this role / The best combination to succeed in this role

 

  • Degree / Diploma in Mechanical Engineering or equivalent 

  • At least 5 years relevant experience in refinery and petrochemical in the same position for 3 years. 

  • Prior Experience in Projects and TAs execution

  • Knowledgeable with international standards, petroleum /petrochemical plant equipment

  • Experienced in maintenance work control, planning, reliability methodologies

  • Good communication with strategic thinking, negotiation and business sense

  • Responsible attitude and safety-oriented mindset
