We are looking for you,
Project Manager
to our Refinery Portfolios team in Investment Project Execution & Governance (IPEG), Singapore.
In this role, you will lead complex, high-value investment projects and portfolios from execution to completion, ensuring safety, quality, schedule, and cost targets are achieved while aligning with site and business strategy. You will act as a leader within the project organization, mentoring project teams, influencing key stakeholders, and driving project management excellence across the site.

Your role in our team
During the Early Stages (Feasibility Study Phase):
At the early stages of a project, such as the Feasibility Study phase, the Project Manager is responsible and accountable for shaping project development strategy and ensuring robust front-end planning. The main responsibilities include:

Leading the identification, evaluation, and selection of project alternatives, ensuring alignment with site strategy and business priorities.

Providing senior expertise to identify, assess, and mitigate project risks, including strategic, technical, commercial, and execution risks.

Developing integrated milestone schedules and defining integration requirements with turnaround and operational constraints.
-
Preparing and validating cost estimates and supporting benchmarking and investment decision gates.
-
Defining execution strategies, contracting approaches, and resourcing plans for the Definition and Execution phases.
-
Leading and mentoring engineering teams to ensure technical integrity, value optimization, and alignment with project objectives..
During the Definition and Execution Phases:
In the Definition and Execution phases, the Project Manager is accountable for the overall delivery of complex and/or multiple concurrent projects in accordance with Neste’s operating model, including but not limited to the following responsibilities:

Leading large-scale capital projects safely and effectively in compliance with approved scope, schedule, cost, and quality requirements.

Providing strategic leadership for project scope, schedule, and cost control, including approving and governing change management processes.

Acting as a key interface with Development Managers, Project Owners, site leadership, and corporate stakeholders to ensure alignment with portfolio priorities and business strategy.

Ensuring strong ownership, accountability, and performance management across project teams and contractors.

Driving project management excellence, governance compliance, and continuous improvement across IPEG and site project delivery.
-
Sharing best practices and lessons learned across the organization to strengthen portfolio delivery capability.

Ensuring integrated communication and coordination between all IPEG disciplines, contractors, operations, and external stakeholders.

Leading mitigation and recovery plans for deviations in schedule, budget, deliverables, and risk exposure.
-
Ensuring compliance with legal, regulatory, permitting, safety, and environmental requirements.
-
Providing portfolio-level reporting, decision support, and governance documentation for investment decision bodies.

Maintaining accurate and reliable project data in IPEG ERP and project control systems.

Approving vendor & contractor invoicing and contract commercial processes in accordance with contractual terms.

Leading formal project handover to the Project Owner and ensuring operational readiness and documentation completeness.
Keys to success in this role / The best combination to succeed in this role

M.Sc. or B.Sc. degree in Engineering or a relevant technical discipline
-
Extensive experience in Project Management within an EPCM environment, with a proven track record of delivering complex, large-scale capital projects

Demonstrated ability to manage senior stakeholder and customer interfaces, including executive-level communication
-
Strong expertise in advanced Project Management and Control methodologies, procedures, and digital tools
-
Deep understanding of the full investment project life cycle, including engineering, procurement, construction, commissioning, and their interdependencies
-
Strong competence in contract strategy, contract administration, and project financial management
-
Proven experience in leading, coaching, and developing multidisciplinary project teams
-
International project management certification (e.g., PMP, IPMA-B/C) is highly desirable
