Senior Mechanical Engineer

to join our Asset Management team in the Singapore Tuas Refinery.

You will focus on developing & managing overall integrity and lifecycle reliability management of all mechanical static equipment to achieve high reliability and availability with cost effectiveness. In this job you will work closely with the various departments and global organization to develop and execute reliability strategies. This role is dedicated to support and accelerate the site Reliability Program.

Reliability & Availability

  • Responsible for developing standards or procedures to support asset integrity and reliability program on site. 
  • Lead refinery-wide reliability improvement initiatives for static equipment through proactive identification and mitigation of equipment degradation mechanisms.
  • Responsible to upkeep Reliability Risk Register for static equipment, ensure risk ranking are updated
  • Development of robust reliability programs including RCM to upkeep mechanical equipment reliability / availability
  • Develop critical spare part strategy to minimize prolonged unplanned downtime
  • Drive Preventive Maintenance (PM) optimization  
  • Provide mechanical static engineering support to the Neste Singapore Refinery for safe and reliable operations. Responsibilities include engineering assessment, - engineering design, troubleshooting & solutions and long term equipment improvement initiatives
  • Oversee reviews of new equipment and infrastructure, ensuring asset strategies are aligned with long-term reliability and performance goals.
  • Ensure compliant to Asset Integrity and Reliability framework.
  • Support in RBI development on site. 
  • Develop inspection strategy & plan together with Inspection Team, ensuring timely inspections of critical equipment and systems.
  • Support in regular audits to assess the effectiveness of the asset integrity system, identifying potential risks and gaps​ and ensure the asset integrity systems - comply with all regulatory requirements, including safety standards and codes of practice.
  • Develop and implement long-term Asset Master Plans (AMP) for static assets aligned with refinery business objectives

TA Execution & Technical Support  

  • Provide mechanical static technical support for site projects (new/on-going), ensuring asset integrity is considered during design, construction, and execution phases.
  • Lead troubleshooting efforts for complex mechanical equipment failures 
  • Lead the right scope provision (as per reliability strategy) for turnaround and shutdown with the relevant justification.
  • Ensure all equipment and maintenance activities are compliant with statutory regulations (e.g., MOM), industry codes, and safety standards.
  • Review post-turnaround reliability performance.

Continuous Improvement

  • Initiate and raise Management of Change (MOC) for proposed improvement of piping/equipment 
  • Initiate CAPEX project and go through project approval process with development team from feasibility study until implementation stage 
  • Accountable for timely closure of NCR and MOC
  • Conduct and lead the Root Cause Analysis (RCA) for equipment failures
  • As a bad actor champion in identifying, analyzing and eliminating bad actor static equipment 
  • Ensure all equipment and maintenance activities are compliant with statutory regulations (e.g., MOM), industry codes, and safety standards.

Keys to success in this role / The best combination to succeed in this role

  • Degree in Mechanical Engineering.
  • Minimum 10-15 years in the Oil, Gas & Petrochemical Industry as an Mechanical or Fixed Equipment Engineer.
  • Prior Experience in Maintenance, Asset management, Projects and Turnaround execution
  • Knowledgeable with international standards API/ASME, petroleum /petrochemical plant materials and equipment
  • Well versed in flange management, repair of pressure equipment & design standard of static equipment including valves 
  • Basic understanding of damage mechanism and relevant inspection codes
  • Experienced in maintenance work control, planning, reliability methodologies.
  • Technical Skills:

-     Intermediate skills - ASME PCC-1, PCC-2, API 560, API 660, API 653, API 650, API 598, TEMA

-     Foundation skills - ASME Section VIII, API 571 (Level 1), API 579
