Senior Project Process Safety Engineer

 

to join our global Project HSE team and this position is located in Tuas South, Singapore.

 

We have a medium size team of process safety professionals working in the Investment Project Execution Governance organisation - part of the HSEQ Function and global Project HSE team. Our team is mainly responsible for implementation of Neste HSE requirements in investment projects and ensuring processes, tools, competence and resources for the management of project HSE related issues for the whole project lifecycle. In addition we are responsible for facilitating and managing the lifecycle HAZOPs and LOPAs for our Renewable Products refineries in Singapore and Rotterdam. We also support work on development of process hazard analysis (PHA) methods, tools and processes in cooperation with the Group Operational & Process Safety team and contribute to the update of corporate HSE standards and work instructions. 

In this position, your primary focus will be strengthening local site capabilities across Life Cycle Process Hazard Analyses (PHAs). You will plan, facilitate, and chair operational HAZOPs, LOPAs, and Fire Hazard Analyses (FHAs) for our Singapore Renewable Products refinery. You will also co-support the local investment project portfolio, ensuring corporate HSE guidelines, legislation, fireproofing practices, and safety-by-design standards are seamlessly integrated across project lifecycles. You will be deeply integrated with the local IPEG Engineering team, site operations, and refinery process safety engineers in Singapore, while connecting into our broader global Project HSE network in Finland and Rotterdam to exchange best practices. Your role in our team / in creating a sustainable future

  • Life Cycle PHA Facilitation: Primary focus to plan, organize, chair, and document formal Life Cycle PHAs, re-validations, HAZOPs, LOPAs, and Fire Hazard Analyses (FHAs) for operational units, refinery systems, and local investment projects. 

  • HSE Compliance & Governance: Partner with the local Senior Project Process Safety Engineer to ensure local legislation and corporate HSE standards are seamlessly implemented across all investment project phases. 

  • Technical Consultancy: Consult and guide local project engineering teams, refinery operations, and key stakeholders on process safety, explosion protection, fire hazards, and fireproofing practices. 

  • HSE Project Leadership: Lead, track, and report HSE activities for investment projects; provide training and actively communicate process safety expectations to project organizations and stakeholders. 

  • Best Practice Development:Develop and refine best practices for process safety and process hazard analysis methodologies in cooperation with local site stakeholders and the Group Operational & Process Safety team 

 

Keys to success in this role / The best combination to succeed in this role

  • Experience: 10+ years of direct Process Safety experience in engineering or high-hazard chemical, refining, or petrochemical process industries. 

    • Education: B.Sc. or M.Sc. in Chemical Engineering, Process Engineering, Safety Engineering, or a related technical discipline.

    • Facilitation Competency: Proven, demonstrated expertise in independently organizing, chairing, and documenting complex process hazard analyses (e.g., HAZOP, LOPA, FHA, HAZID).

    • LOPA & SIL Expertise: Deep LOPA knowledge, including Layer of Protection Analysis, SIL classification, and IPL evaluation.

    • Hazard & Risk Mastery: Thorough understanding of process safety, risk management, fire hazards, and fireproofing practices in the high-hazard chemical process industry.

    • Standards Proficiency: Strong knowledge of HSE standards related to safety design in the oil and chemical plant industry (e.g., API, NFPA, ISO, GAP).

    • Project HSE Leadership: Proven ability to organize and lead HSE activities across investment project lifecycles.

    • Languages: Fluent English communication skills, both written and spoken.

 

Other strengths we value 

  • Facilitator Certification: Certified HAZOP/LOPA facilitator training by a recognized external institution (e.g., IChemE).

  • Software & Scribing Tools: Proficiency with specialized software tools (e.g., PHA-Pro) and the ability to scribe during PHAs.

  • Consequence Modeling: Consequence analysis modeling experience (e.g., PHAST).

  • Project & Contractor Management: Thorough understanding of the investment project lifecycle and experience leading/managing contractors or consultants in complex project environments.

  • Environmental & Operational Knowledge: Environmental management experience within major industrial facilities.

  • Mindset: A proactive, "can-do" attitude with a strong drive to learn quickly and adapt to changing site requirements.
