Senior Process Safety Engineer to join our global Project HSE team. This position can be located in Rotterdam, The Netherlands or Porvoo, Finland.

Our medium-sized team of process safety professionals is vital for ensuring the successful execution of all Neste’s investment projects. This is an excellent role for an SME, offering opportunities to further develop your expertise. We focus on four key areas: implementing Neste HSE requirements across the project lifecycle, providing quality oversight and control for HAZOPs and LOPAs for our global refineries (Rotterdam, Porvoo, Singapore), supporting the development of Process Hazard Analysis (PHA) methods, and contributing to corporate HSE standards.

In this new, critical role, you will serve as a Subject Matter Expert (SME) in both HAZOP and LOPA. Your primary focus will be on the hands-on execution and facilitation of these analyses within our investment projects. This is coupled with global quality oversight and control for our ongoing refinery operations. You will also collaborate closely with local refinery teams, which facilitate Life Cycle HAZOP/LOPAs. Significant experience in both HAZOP and LOPA facilitation is essential. We are seeking a dedicated expert with deep proficiency in both methodologies, coupled with a strong functional safety background and thorough process understanding. You will work in close cooperation with engineering and refinery teams but operate with a global scope within our experienced process safety team.

Your role in our team:

  • Facilitate process hazard analyses (e.g. HAZOP, LOPA) and other PHA studies in investment projects.
  • Provide global quality oversight and control for both HAZOP and LOPA activities in our existing refineries, supporting the development of local facilitation teams in Singapore, Rotterdam, and Porvoo.
  • Collaborate with the local teams on Life Cycle HAZOP/LOPA activities.
  • Serve as a subject matter expert in HAZOP and LOPA methodologies and their application to safety system design.
  • Apply Functional Safety principles (e.g., IEC 61511) to the specification of Safety Instrumented System (SIS) requirements during LOPA, ensuring these requirements are clearly communicated to the automation department.
  • Lead the development of process safety competence, mentoring and training other engineers in the principles and practices of HAZOP, LOPA, Functional Safety awareness, and other PHA methodologies.
  • Responsible that legislative and company HSE requirements are implemented accordingly in investment projects.
  • Lead and report HSE activities of investment projects, train and actively communicate HSE related issues to the project organization and other stakeholders.
  • Develop best practices related to process safety and process hazard analyzes in cooperation with other stakeholders.


Keys to success in this role:

  • Extensive experience in process safety, with a strong focus on both HAZOP and LOPA (+7 years).
  • M.Sc. or B.Sc. in Chemical, Process, or Automation Engineering (or a related field).
  • Thorough understanding of process safety and risk management within the high-hazard chemical process industry.
  • Proven ability to lead and facilitate HAZOP and LOPA studies, ensuring thorough hazard identification, risk assessment, and appropriate selection of independent protection layers.
  • Deep, dual expertise in HAZOP and LOPA methodologies.
  • Solid understanding of Functional Safety principles (e.g., IEC 61511) and Safety Instrumented Systems (SIS), combined with a strong process understanding.
  • Strong understanding of process safety regulations and industry standards.
  • Ability to organize and lead HSE activities in investment projects.
  • Excellent communication, training, and interpersonal skills.
  • Fluent English skills, both written and spoken.
  • Responsible attitude and safety-oriented mindset.


Other Strengths We Value:

  • Thorough understanding of the investment project lifecycle.
  • Familiarity with SIL verification processes and SRS documentation is a plus.
  • Experience of leading and managing contractors/consultants in complex project environments.
  • Local language skills (Dutch or Finnish), both written and spoken.


Based on these criteria, the defined job grade for the position is N5-6.
